QB – OCP Public Hearing

The public is invited to attend a Public Hearing on the Town’s Official Community Plan (OCP) Bylaws, which proposes updates to bring the OCP in line with the community’s housing needs.
The proposed bylaws reflect what the Town heard through recent public engagement, including feedback on where new housing should be located, who housing should serve, and how housing should fit the character of Qualicum Beach.
Members of the public are welcome to attend, learn more about the bylaws, and provide input to Council.
Official Community Plan Bylaw, Bylaw No. 918, 2025
If adopted, Bylaw No. 918, 2025, would implement an updated Official Community Plan (OCP) which has been under review since the beginning of 2025. The updated OCP includes policies directly and indirectly related to housing, as well as some restructuring and reformatting of the document. The 2025 OCP Review has a legislated completion deadline of December 31, 2025, as prescribed in the Local Government Act and this Public Hearing is part of the process. 

Zoning Amendment Bylaw No. 900.08, 2025
If adopted, Bylaw No. 900.08, 2025, would amend the Town of Qualicum Beach Zoning Bylaw by adding a section for Development Permit Area Guidelines. Currently, the Development Permit Area Guidelines are located in the Town’s Official Community Plan (OCP). Reference to the Development Permit Area Guidelines will continue to exist in the OCP; however, the Guidelines will now be located in the Zoning Bylaw. By adding them to the Zoning Bylaw, they will be more accessible and be subject to zoning amendments rather than OCP amendments.

Additional NoticeAll written submissions must include the author’s legal name and civic address and will become part of the permanent public record in accordance with the Freedom of Information and Protection of Privacy Act.Written comments must be received prior to the termination of the hearing to be considered by Council. To allow Council an opportunity to review all submissions, please submit correspondence prior to 4pm the day before the Public Hearing.
