| The Town of Qualicum Beach has signed a conditional donation agreement with a private donor that could contribute 25% of the purchase price for the Eaglecrest Golf Course lands, up to $2.125 million. If the acquisition proceeds, the donation will be received in late 2025 and directed to the purchase of Eaglecrest Golf Course with the requirement for long-term preservation of approximately 40 acres of parkland. “This extraordinary gift reduces financial pressure on the Town, preserves parkland for future generations, and demonstrates the depth of community support for this project,” said Mayor Teunis Westbroek. This donation strengthens the Town’s financing in the potential purchase of the Eaglecrest Golf Course lands and ensures permanent parkland and natural areas for the local community. Combined with potential revenue from the sale of select lands for development, this donation increases the Town’s financial flexibility. Priority remains to repay the potential purchase price of $8.5 million and if the land sales revenue exceeds the potential purchase price, Council could explore further improvements to the community. “This donation allows more flexibility in development planning,” said Luke Sales, Director of Planning and Community Development. “It eases the short-term financial burden and gives time for more consideration, financial analysis, and consultation.” A third-party consultant has determined that possible land sales exceed the potential purchase price, demonstrating financial viability. The Town emphasizes that no final decisions on the land acquisition have been made. Council will make a final decision on the purchase of Eaglecrest Golf Course before November 1, 2025. Further consultation, public engagement, and resulting refinements to the land uses and development plan would continue in 2026, subsequent to acquisition. Preliminary Public Survey FeedbackIn time for the Public Hearing, preliminary feedback from the online public survey regarding the purchase of the Eaglecrest Golf Course lands will be available on the Town’s website on October 4, 2025. Official Public HearingA crucial next step in the agreement conditions is to undertake a Public Hearing to receive comments from the public. The purchase contract for the Eaglecrest Golf Course lands is conditional on the adoption of amendments to the Official Community Plan (OCP) and Zoning Bylaw at the official Public Hearing, which will change land use from Parks and Recreation to Housing.
